Understanding CE, UL & RoHS for Electrical Components

If you buy electrical components from China, you will meet three acronyms everywhere: CE, UL, and RoHS. They are not interchangeable, they are not all mandatory, and confusing them is one of the most common sourcing mistakes. This guide explains what each one actually means, which ones you really need, and how to verify a certificate before you pay for it.

CE: the entry ticket to the EU market

CE marking is mandatory for most electrical products sold in the European Economic Area (EU + EEA). It is not a quality badge — it is a legal requirement. A product without CE cannot legally be sold in Europe.

For electrical components, CE covers a bundle of EU directives, the most relevant being:

  • Low Voltage Directive (LVD, 2014/35/EU) — safety of equipment rated 50–1000 V AC.
  • EMC Directive (2014/30/EU) — electromagnetic compatibility (no excessive interference).
  • RoHS Directive (2011/65/EU) — restricted hazardous substances (more below).

One important reality: CE is a self-declaration. The manufacturer (or their EU authorized representative) signs a Declaration of Conformity (DoC) and applies the mark. There is no EU authority that "issues" a CE certificate. What makes it trustworthy is the underlying test report from an accredited laboratory — for example TÜV, SGS, or Intertek — plus a correctly filled DoC listing the applied standards (e.g. IEC/EN 60898 for miniature circuit breakers).

UL: the US (and Canada) safety certification

UL is a product safety certification from Underwriters Laboratories, the most recognized certification body in North America. Unlike CE, UL is voluntary in theory — but in practice it is required by US local codes: most US jurisdictions enforce the National Electrical Code (NEC), which mandates listed components in many installations. If your components go into panels sold or installed in the US, inspectors will look for a recognized certification mark (UL, ETL, or another OSHA-accepted NRTL).

Two things buyers mix up:

  • UL Listed — the complete end product was evaluated (e.g. a finished circuit breaker under UL 489).
  • UL Recognized — a component is approved for use inside another listed product (e.g. a relay used inside a panel).

A genuine UL certification always carries a file number that you can look up yourself in the free UL Product iQ database. If a supplier cannot give you a file number that matches the exact model and factory, treat the claim as unverified.

RoHS: restricted substances, not a safety mark

RoHS (Restriction of Hazardous Substances) limits specific hazardous materials in electrical and electronic products. The EU RoHS directive restricts ten substances — lead, mercury, cadmium, hexavalent chromium, PBB, PBDE, and four phthalates (DEHP, BBP, DBP, DIBP). It applies to products sold in the EU, so it often sits alongside CE. Note that China has its own RoHS (China RoHS), and the two are different regulations — a Chinese test report does not automatically satisfy the EU directive.

RoHS is verified through a test report (e.g. IEC 62321 test methods), usually issued per material or per model family. For most electrical components — breakers, contactors, terminals — compliance is routine, but the paperwork must exist and match your exact model.

How to verify certificates when sourcing from China

Certificates are paperwork, and paperwork can be faked. A quick five-point check filters out most problems:

  1. Ask for the test report, not just the certificate. A DoC is a declaration; the lab report is the evidence. Accredited labs (TÜV, SGS, Intertek, BV) issue report numbers you can verify online.
  2. Check the certificate holder. The holder must be the factory you are buying from (or their legal entity) — not an unrelated trading company.
  3. Match the model number exactly. Certificates are model-specific. A "similar" series does not cover your product.
  4. Verify UL online. Use the UL Product iQ database and confirm the file number, company name, and product category.
  5. Check the marking on the product itself. A certified product is physically marked (CE, UL logo + file number, or ETL). No marking on the product, no claim.
